Dr. Buluag is the current Municipal Health Officer of Carabao Island, San Jose, Romblon. Prior to his appointment, he has worked under the Department of Health’s “Doctors to the Barrios” Program for six years. He finished his medical education in 2013 at the University of the Philippines College of Medicine. He also earned his Master’s Degree in Public Management, major in Health Systems and Development in 2015 from the Development Academy of the Philippines.
